COP TALK: One way to help deal with a growing Latino population, the Santa Ana Police Department has decided, is to have more police officers who speak Spanish. In a pilot program, the department will put 12 officers through a series of Spanish classes, taught by William C. Harvey, author of “Spanish for Gringos.” . . . An added incentive: Those in the class who pass a Spanish proficiency test get a small pay raise. Harvey says: “We hope this will help combat the growing gang problem in Santa Ana.”
