GO TO OVERDRIVE: Jammed freeways have forced California to put heavy emphasis on car-pooling, special lanes and bicycling--anything to reduce traffic. But county consultants say there’s a better idea: price drivers out of the market. . . . Their new study suggests that, while not very popular, a whopping new tax of $1.50 per gallon on gasoline would be more effective against smog and congestion.
