Lower Rates on One-Year T-Bills: Interest rates on 52-week Treasury bills fell at auction to the lowest level since February. The average discount rate was 4.07%, down from 4.20% at the auction on April 30. It was the lowest rate since 52-week bills averaged 4.01% Feb. 6. The bills will carry an equivalent coupon interest rate of 4.26%, with each $10,000 in face value selling for $9,588.50. Sales totaled $13.81 billion out of bids of $40.25 billion.
