Ballot Measures

Why are ballot initiatives, mailed at taxpayer expense to every registered voter, written unintelligibly? Most of them are written at a level that can only be readily understood by persons with 17 or more years of schooling. That’s master’s level and beyond. Why not produce ballot initiatives and voter information that most voters can easily read and understand?
Voter apathy is carefully created by those who want to keep the working class and the poor out of the political process. Unreadable voter information is just another covert form of elitist control. As we “Rebuild L.A.”, how long can we afford to let this continue unchallenged?
