The high court also refused to let California, and by extension at least eight other states, impose fees or other forms of economic regulation on Federal Express’ trucking operations.

The court, without comment, left intact a ruling that federal law preempts such state regulation--even when trucks never leave a state.

As part of its huge package-delivery operation based in Memphis, Tenn., Federal Express runs one of the largest airlines in the United States.

In 1987 it successfully challenged California’s authority to impose fees and other regulations on its in-state trucking operation.

The company contended that a 1978 law in which Congress barred states from regulating “any air carrier” preempted the California regulations.
