NO SMOKING: President Bush’s secretary of Health and Human Services, Louis W. Sullivan, above, has had condoms thrown at him at AIDS rallies and has taken heat for the Administration’s response to the L.A. riots. But he should find a friendly audience when he appears Friday at UC Irvine, as commencement speaker for its College of Medicine. With an array of health problems at his doorstep, Sullivan has singled out a main goal: a smoke-free America by the year 2000.
