* PUBLIC HEARING: Approved a request by Councilwoman Ruth Galanter to hold a public hearing on a city Department of Airports proposal to raise ticket prices for passengers flying out of Los Angeles International and Ontario International airports. The proposed charge would add $3 per ticket for outbound passengers and raise more than $345 million. The money would finance projects at the airports, including installing a “people mover” transportation system to take passengers to and from LAX.

* FREEDOM RALLY: Approved the temporary closure of several streets for a Candlelight Vigil at 6 p.m. June 26 and a Civil Rights Freedom Rally and Freedom Ride at 5 p.m. June 27. The ceremonies are sponsored by Out’n About, a political action group, to provide information on HIV and AIDS and about civil rights issues affecting gays and lesbians. The vigil will be on the sidewalks of Westwood and will include Gayley and Leconte avenues and Westwood Boulevard. The rally will include San Vicente Boulevard and La Brea Avenue.

* HANDS ACROSS L.A.: Michael Woo has introduced a proposal to permit Hands Across Los Angeles on Sunday, which is an event where people will link hands along Western Avenue from Franklin to Florence avenues in a demonstration to aid in the healing process after the Los Angeles riots. A group of Los Angeles churches is sponsoring the event.

BOARD OF RECREATION AND PARK COMMISSIONERS

* HOLLYWOOD SIGN: Approved Paramount Pictures’ using the Hollywood sign next month to place a giant inflatable balloon female cartoon character on the letter D to advertise the opening of the movie “Cool World,” starring Kim Basinger. Paramount offered $27,000 toward the maintenance of the sign and donated a similar amount to the Rebuild Los Angeles campaign. The recreation and park staff had recommending against approving the request.

* REBUILD L.A.: Approved accepting donations of money, goods, materials and services from individual and corporate donors in helping rebuild or repair recreational facilities destroyed or damaged during the recent riots.

* PARK LEASE: Approved a 25-year lease for the Santa Monica Mountains Conservancy to operate and maintain San Vicente Mountain Park, which is a 10.2-acre site on Mulholland Drive in the Santa Monica Mountains.

* APPOINTMENT: Approved the appointment of Hal Ross as a member of the Los Angeles Convention and Exhibition Center Authority to fill the unexpired term of Carol L. Matsunaga, who resigned. The term ends in January, 1995. Ross lives in the Brentwood/Pacific Palisades area of Council District 11.

BOARD OF PUBLIC WORKS

* WALK OF FAME: Approved a request to place the name of actor Tom Hanks along the Hollywood Walk of Fame. A ceremony is scheduled for 11:30 a.m. on June 30 at 7000 Hollywood Blvd. Hanks’ star will be located between ones dedicated to singer Donna Summer and actor Brock Peters.

* SETTLEMENT: Approved spending $3.3 million to settle a lawsuit brought by A. F. R. Construction Co. against the city. The construction company was paid more than $4 million to install a drain system in Potrero Canyon in 1987, but it said necessary extra work increased the cost. Passed: 11-1. Voting yes: Marvin Braude, John Ferraro, Galanter, Woo and Zev Yaroslavsky. Nate Holden voted no. Joel Wachs was absent.

* POLICE CHIEF’S SALARY: Approved a yearly salary of nearly $160,000 for incoming Police Chief Willie Williams. Passed: 13-0. Voting yes: Braude, Ferraro, Galanter, Holden, Woo and Yaroslavsky. Wachs was absent.

* YOUTH SALARIES: Approved a recommendation to increase the wage rate from $4.25 per hour to $5.47 per hour for youths participating in the city’s Summer Youth Employment Program. Passed: 10-3. Voting yes: Ferraro, Galanter, Holden, Woo and Yaroslavsky. Braude voted no. Wachs was absent.
