Outcome of 4 Races Confirmed : Election: Narrow victories by 2 candidates for Dana Point council, 2 for Assembly and 1 for county school board hold up in final vote count.

The Orange County registrar of voters released final vote totals in last week’s primary election Thursday, showing that a hotly contested race for Dana Point’s city council was decided by just 18 votes and that an anxious wait for some state Assembly candidates ended without any surprises.

More than 20,000 votes were left uncounted immediately after the primary, largely because they contained write-in candidates or were cast on absentee ballots. The results on election night were close in four Orange County races, but the outcome in each remained unchanged when the official count was released Thursday.

In Dana Point, challenger William L. Ossenmacher unseated Bill Bamattre after a tough race that became a referendum on the City Council’s plans for future development. Ossenmacher, a city planning commissioner, was elected to one of two open seats on the five-member council with just 22% of the vote.

Bamattre or his supporters could request a recount of the ballots, but Registrar of Voters Donald F. Tanney said they are responsible for the costs of the procedure unless the outcome of the election is changed.

Bamattre was not available Thursday, but his wife and campaign helper, Liz Bamattre, said the former councilman was not planning to request a recount. She said, however, that some supporters had discussed the idea.

“Dana Point has spoken,” she said. “There’s nothing really else to say. We’re going to move on here.”

The other open council seat in Dana Point was awarded to Judy Curreri, the city’s first mayor and the top vote-getter, who was a running mate of Bamattre.

There were two races for the state Assembly decided by narrow margins that could have changed in counting the election’s remaining ballots.

In the 67th Assembly District representing Orange County’s northwest corner, incumbent Doris Allen (R-Cypress) won by 552 votes over Assemblyman Tom Mays (R-Huntington Beach).

Their contest, which included third-place Assemblyman Nolan Frizzelle (R-Huntington Beach), turned bitter in the final days, causing Allen to file a complaint against Mays with the county GOP’s ethics committee. After meeting this week with local Republican leaders, however, Allen dropped her complaint.

Mays said Thursday that he is not planning to request a recount because the margin is unlikely to change. He also said that he will support Allen in the November general election.

In considering his own future, Mays said he is looking at a possible 1994 campaign for the county Board of Supervisors seat held by Harriett M. Wieder. “I assume that she’s retiring and I’ll be looking at that one,” he said.

In the 73rd Assembly District, which is split between Orange and San Diego counties, Oceanside lawyer Bill Morrow won the Republican primary by nearly 900 votes over Laguna Niguel Councilwoman Patricia C. Bates.

Bates campaign manager, Mark Ferguson, said their race also turned negative in the final days and the candidate is planning to file a libel suit against Morrow and some of his supporters because of charges made in a last-minute campaign brochure.

One race for the county Board of Education was also decided Thursday by just 74 votes. Felix Rocha Jr. of Fountain Valley narrowly beat the appointed incumbent, Roger W. Belgen, also of Fountain Valley.

More than 20,000 ballots remained to be counted in Orange County after the election. The final results, however, did not change the outcomes in any of the races.
