YORBA LINDA : 20-Year Veteran of City Staff to Retire

Community Development Director Phil Paxton will retire July 3, after working for the city for 20 years.

Paxton, 58, began as an engineering assistant for the city in 1971 after nine years with Rockwell International Corp. He became community development director in 1973.

“I think the goal here was always to build a bedroom community with enough commercial and industrial to balance it out, and I think we’ve done that,” Paxton said. “I’m proud of that. We were able to maintain the character of the city while it grew.”

The 26-year Yorba Linda resident will continue to live in the city but said he felt the need to try something different after two decades of public service.

Paxton plans to do consulting work, travel and spend more time with his two daughters and four grandchildren.

Patricia Haley, planning director for West Covina for five years, will replace Paxton.

Haley was chosen from 150 applicants. She has also worked as a planner in the cities of Irvine and Claremont.
