Bellflower : Compromise Reached in Horse Country Controversy

The City Council has given final approval to revised development regulations for Horse Country, an 11-block area near the San Gabriel River that was the center of controversy between residents who want to preserve the area’s rural atmosphere and those who want to build additional houses on their property. The new rules favor large lots for horse-keeping and provide for increased open space and aesthetic standards, but also allow construction of low-density housing under specific controls.

The council set July 22 as the date to lift a building moratorium that was imposed on the neighborhood as a result of the controversy.

The council decided to delay the new regulations until May 22, 1993, to allow property owners to complete development plans that were drawn up under current regulations.
