In a warm-up for the fall campaign, Republican Gov. William F. Weld of Massachusetts came here Monday to attack Bill Clinton’s record on taxes and the environment.

The Clinton camp called it a desperate attempt by the GOP to shift attention from the real issues.

Weld, acting at the behest of President Bush’s reelection campaign, held a news conference to fault the Arkansas governor for allegedly failing to go after polluters and for raising state taxes and fees 128 times.
