Prior to her promotion, Blackman was a second vice president.

Transamerica also appointed Robert Alcocer vice president and chief underwriting officer.

Most recently, Alcocer was vice president of new business underwriting and issue.

Rand Richardson, current chief operating officer, has been appointed president of Rowland West, the California operation of The Rowland Co.

Richardson succeeds Steve Smith, who resigned to pursue other interests.

At the same time, Robert Hallman, currently senior vice president, director of strategic development, has been appointed executive vice president and general manager of the Los Angeles office.
