THOUSAND OAKS : Pool Hall Seeks End of 10 p.m. Youth Ban

A Thousand Oaks pool hall has asked the City Council to allow minors to frequent the establishment after 10 p.m.

The Planning Commission in May approved a beer permit for Rack-n-Roll Billiards, 2322 Thousand Oaks Blvd. Tonight, the council will consider a request from Rack-n-Roll to eliminate a condition in the permit that requires pool hall workers to expel minors after 10 p.m.

Planners included that condition because of concerns about disturbances and loitering.

The business, which opened in April, also serves food and nonalcoholic beverages from 11 a.m. to 2 a.m., co-owner Jeff Luther said.

“We’re a billiards room that just wants to serve beer,” he said.

Chuck Cohen, an attorney who represents Rack-n-Roll, said the requirement should be lifted because no other restaurant or bar in Thousand Oaks is required to bar minors after 10 p.m.

“Today’s billiards is no more likely to attract beer guzzlers than bowling,” he said in a report to the council.

City officials point out that Rack-n-Roll is the only billiards hall in Thousand Oaks.

Since the pool hall was issued a business license in April, sheriff’s deputies have been summoned to investigate public drunkenness, a drunken man with a firearm, a suspected break-in, a burglary alarm and a minor car accident.
