REVERSE FINANCING: While a reelection candidate in March, Assemblyman Nolan Frizzelle (R-Fountain Valley) was one of those who chose to forgo an $8 increase in the per diem allowance for lawmakers. But since his defeat in the June 2 primary, Frizzelle is one of five with a change of heart: He wants his per diem increase after all. . . .
