TRASHING IT: Just weeks after he retired as its garbage czar, Frank Bowerman was supposed to hook on with the county again Tuesday as a private trash consultant. He would earn up to $228,000 a year--more than double his old salary. But county supervisors don’t like the smell of it. They have tabled indefinitely the no-bid contract. . . . “I don’t think there’s any doubt there’s an appearance problem here,” says Supervisor Gaddi H. Vasquez. A smaller contract may be reconsidered later.
