Three more potential City Council candidates have taken out nominating papers from the city clerk’s office, including one of the founders of the Set Free Christian Ministry.

They are Melvin A. Aguilar, the brother of Set Free Pastor Phil Aguilar; Donna D’Anella, an assistant manager at a local bakery and delicatessen, and Gregory Ramsey, a health care manager. All three say they intend to run for the seats now held by Councilmen William D. Ehrle and Tom Daly.

Four other candidates previously took out nominating papers. Neither Ehrle nor Daly has taken out papers yet, but both have indicated they will seek reelection. No one has completed and returned their nominating papers yet, officials said.

Aguilar, who helped found the controversial 4,000-member downtown church that ministers to drug addicts, ex-convicts and the homeless, has unsuccessfully run for the council three times. In his last attempt, he received 6,097 votes in 1986 to finish seventh in a field of 14. The minimum number of winning votes that year was 22,898.

Aguilar also asked in 1989 to be appointed to the Anaheim Union High School District Board of Trustees when Daly resigned after being elected to the council. Aguilar was not selected.

Aguilar, D’Anella and Ramsey did not return calls Thursday.

Other potential candidates who have drawn candidacy papers are Manuel Ontiveros, an 18-year-old Savanna High School graduate; Frank Feldhaus, a telephone service agent; Todd Kaudy, a first-year law school student; and Phil Knypstra, a community college business professor who frequently criticizes the current council at its meetings.

To be placed on the ballot, the candidates must get the signatures of 20 registered voters who live in Anaheim. The deadline to return the papers is Aug. 7.
