President Bush, appearing unusually energized in a campaign appearance at a community picnic here Friday, charged that the Democratic ticket of Bill Clinton and Al Gore was using family values as “merely a slogan.”

Greeted by hundreds of supporters with chants of “Four More Years,” Bush delivered an impassioned address in which he also railed against “old geezers” in Congress.

“One party has controlled the House of Representatives for 36 years. And the result: They can’t run a tiny little post office and they can’t do anything but screw up a bank,” he said.

“And there’s another point,” the 68-year-old President added. “Terms of presidents are limited. What’s wrong with limiting the terms of some of these old geezers that have been there forever?”

Without mentioning Clinton and Gore by name, Bush said “I’ll lay my record up against them any single day for constructive change for the United States. We have changed the world; now help me constructively change the United States of America.”

He said that he has been trying to “emphasize the importance of strong families,” restating his previous call for Congress to approve a $5,000 tax credit for first-time home buyers.

“I want to protect, help strengthen, family values,” Bush said. “The opposition would have you believe family values is merely a slogan, and I don’t believe that for a minute.”
