GETTING TOUGH: It’s an election year, so as usual, anti-crime rhetoric is soaring. . . . This week’s installment will come Tuesday, when U.S. Atty. Gen. William P. Barr urges states to toughen their criminal justice systems and stop penny-pinching in the fight against crime. Barr will make 24 recommendations for combatting violent crime as the Justice Department issues a report on the kind of lawlessness that most worries the public. The recommendations will favor such measures as tougher sentencing.
