SUMMER TRUCE: The California Highway Patrol last week vowed to resume an earlier crackdown on overweight buses. But County Transportation Authority officials, shuddering at the prospect of cited drivers, or unhappy passengers being removed from county buses, have managed to get a reprieve until Sept. 1. . . . That’s when they expect federal legislation to pass that calls for a two-year moratorium while the Department of Transportation studies the issue.
