NO WHITE PAGES: California dominates the rest of the country in unlisted telephone numbers, and Orange County ranks as high as ninth nationwide: More than half its households have unlisted numbers. One reason, telephone company folks say, is cost: an average of 30 cents a month to be unlisted here, but up to several dollars in most states. . . . Adds one telephone official: “A lot of Californians have just decided they don’t want to be bothered.”
