Council Passes $32-Million Budget

After eliminating a $6.3-million deficit through layoffs and service reductions, the City Council has passed a $32.1-million budget for 1992-93.

Sanford M. Groves, assistant city manager, said the budget “is one of the most difficult the city has faced” because of the economy and anticipated cuts in state funding for cities. “We’ve lost $6 million in sales taxes over the last three years,” he said.

As a result of the budget crunch, the city laid off 11 employees, froze pay increases, enacted an 8% utility tax and used $800,000 in reserves. Street sweeping was reduced from once a week to every two weeks, cable television coverage of special events was eliminated and recreation programs were consolidated at the city arts and sports complex.
