The latest signing out of Seattle: Elektra has snapped up the Afghan Whigs from the Sub Pop label. . . . Sire has signed former Replacements bassist Tommy Stinson to a solo deal. . . . A live album of highlights from the recent Reggae Sunsplash concert in Jamaica will be in stores Nov. 10. Among the artists in the package are Steel Pulse and Barrington Levy.
