STILL WAITING: It’s been a decade of waffling over the fate of Fullerton’s McColl landfill, one of the state’s worst toxic-waste dumps. . . . This week, the U.S. Environmental Protection Agency will unveil its cleanup plan for the oily sludge. Expect controversy, since the tab could exceed the $90 million that five oil companies have agreed to pay. McColl neighbors are stoked. “We can finally see light at the end of the tunnel,” they wrote in a letter to their congressman.
