NO-DICKER STICKER: Sales of new cars at fixed prices, with no haggling allowed, have been slow to take off nationally. . . . Most Saturn dealers do it, but otherwise only about one new car dealer in 300 is using this sales technique. In Orange County, four of 135 new car dealerships have switched to the new system- and all are owned by the Campbell Automotive Group in Santa Ana. . . . How does it work? Take a 1992 Ford Taurus GL with air conditioning: The sticker lists it for $17,893 before a $1,000 factory rebate, but most dealers negotiate and usually sell for much less. At Campbell Ford for instance, the price with rebate is $14,899--take it or leave it.
