Eagleburger Seeking to Insulate Foreign Policy From Politics

Acting Secretary of State Lawrence S. Eagleburger, apparently hoping to insulate American diplomacy from partisan politics, said Monday that he will not accept any job in the next Administration, no matter who wins the November election.

At the same time, Eagleburger, making his first trip abroad less than 24 hours after succeeding James A. Baker III at the helm of the State Department, conceded that it may be impossible to head off all charges of political manipulation of foreign policy.

The only way to keep Democratic strategists from accusing the Bush Administration of tilting foreign policy to enhance President Bush’s election prospects, “would be to do nothing,” the veteran diplomat told reporters.
