Loan Guarantees for Israel

During the past two weeks, there has been hardly any political news dealing with Arab-Israeli affairs. Israel’s Prime Minister Rabin came to Washington, making far-reaching concessions. Impressed beyond belief, President Bush and Secretary of State James Baker stated that “we would like to think that we could begin to hear some new and different signals coming from . . . the Arab side.” However, since then, a deafening silence has emanated from the Arab side.
The silence is rational, powerful, diplomatic and effective. In a few more weeks Israeli concessions will have been forgotten. When the delegates convene, the Israeli delegates will be told, “Since we Arabs made the enormous concession of talking to you, would you tell us what concessions you are ready to make now?”
