** 1/2 T Bone Burnett, “The Criminal Under My Own Hat,” Columbia. With a background that includes touring with Bob Dylan and producing everything from the Legendary Stardust Cowboy’s deranged “Paralyzed” to Roy Orbison and Elvis Costello, Burnett might have a better shot at writing a bestseller than recording one. This album, the latest in a sporadic solo career, contains such memorable moments as the cabaret-feel “It’s Not Too Late” and the grippingly earnest “Any Time at All,” but it’s not as interesting as the artist’s resume.
