TIGHTENING UP: Students in the Capistrano Unified School District might be feeling a little confined later this year. . . . To stem crime and protect students, the district could soon prohibit them from lunching off campus or going to their cars during the day. Lockers, which can tempt theft or conceal knives and drugs, might also be eliminated. . . . “We want to hold a harder line on our campuses to keep our kids on the straight and narrow,” says Tom Anthony, director of secondary education.
