The United States should support a smoking ban on all international airline passenger flights, Sen. Frank R. Lautenberg (D-N.J.) and Rep. Richard J. Durbin (D-Ill.) urged Tuesday. They asked Transportation Secretary Andrew H. Card Jr. to support such a ban at the International Civil Aviation Organization meeting next week in Montreal. Lautenberg and Durbin wrote the 1989 legislation that banned smoking on U.S. domestic flights.
