Tops in Toronto: At the 17th annual Festival of Festivals in Toronto, Quentin Tarantino’s thriller “Reservoir Dogs,” starring Harvey Keitel, won the first International Federation of Film Critics award for extraordinary achievement by a first-time feature filmmaker. Tarantino, 29, of Los Angeles, made the film on a $1.5-million budget. “Requiem Pour Un Beau Sans-coeur (Requiem for a Heartless Beau),” Montreal director Robert Morin’s debut about a petty thief who escapes from jail for a last perverse joy ride, was named best Canadian feature film.
