And They’re Off: Homeowner activist David G. Weaver has announced he will seek election next April to the Glendale City Council.

Weaver is the second candidate to declare. John Beach, 47, a semi-retired computer programmer, announced immediately after the 1991 election, which he lost, that he would run in the 1993 race.

Four-year terms of three council incumbents will expire in 1993. Mayor Carl Raggio and council members Ginger Bremberg and Dick Jutras have not announced whether they will seek reelection. The candidate filing period will not open officially until Jan. 7.

Weaver, 53, is president of the Glenoaks Canyon Homeowners Assn., a leader in the fight to adopt stiff regulations for hillside development. He is also president of the powerful Glendale Homeowners Coordinating Council, an umbrella organization of the city’s 17 homeowner groups.

A civil engineer with the U.S. Army Corps of Engineers, Weaver led a successful two-year campaign by homeowners to defeat a proposed housing development in Glenoaks Canyon, near Sleepy Hollow Place.

Weaver said he is opposed to a drive by former Mayor Jerold Milner to limit the terms of City Council and school board members to eight years.
