Top of the Road: The Country Music Assn. has proclaimed Garth Brooks as touring artist of the year, and Billy Ray Cyrus as new touring artist of the year. The CMA’s Standing Room Only awards honor music professionals involved in the touring and live concert side of the industry. The winners were selected by about 3,000 agents and others involved in booking, management and promotion. Brooks, who is also the association’s entertainer of the year, has had numerous hits including “Ropin’ the Wind.” Cyrus is best known for “Achy Breaky Heart.”
