South Korea Charged With Dumping Chips: Computer semiconductors made in South Korea are being dumped in the United States, the Commerce Department said in a preliminary ruling that could lead to punitive duties. The department’s International Trade Administration said Korean companies are selling DRAMs, or dynamic random access memory semiconductors, at less than fair value. The department expected to issue a final determination next March. If the ruling affirms that dumping is taking place, the International Trade Commission would have 45 days to determine whether U.S. companies are being hurt by the practice. If they are, anti-dumping duties will be collected.
