Bush Signs Bill Tightening Futures Trading Rules: President Bush signed the legislation that sets tighter rules over the nation’s futures markets and paves the way for growth in new trading products, the White House announced. The bill stems from the 1987 stock market crash and the 1989 federal sting operation that led to indictments against dozens of traders for fraud and racketeering at Chicago’s two huge futures exchanges. The bill calls for beefed up surveillance on futures exchange trading floors, stiffer penalties for fraud and more funding for the Commodity Futures Trading Commission, the chief market regulator.
