ABORTION WATCH: Arizona voters will decide Tuesday whether to amend the state constitution to ban most abortions, and national activists on both sides of the issue will be hashing over the outcome for its possible implications elsewhere. Proposition 110 would allow abortion only to save a mother’s life, while directing the Legislature to enact similar exceptions in cases of rape and incest that have been reported to police. . . . The measure’s supporters believe that restricting abortions through a constitutional amendment rather than a statute would strengthen its chances of withstanding post-election court challenges. The measure’s foes warn that it stands as a prototype of what would be proposed in other states if the federal Roe vs. Wade judicial decision that established a woman’s right to an abortion is overturned by the U.S. Supreme Court.
