Rams’ returner Vernon Turner, who failed to break a long kickoff or punt return in two seasons, was waived to make room for defensive end Jim Skow.

Turner’s longest kickoff return in 29 attempts this season was 35 yards, and he averaged 19.6. His longest punt return in 28 tries was 25 yards, and his average return was 7.4. Both averages were far below the league leaders among return men.

Coach Chuck Knox said newly acquired receiver Emile Harry will replace him on punts, and running back Robert Delpino or receiver Todd Kinchen will return kickoffs.

Strong safety Michael Stewart, on injured reserve since mid-October with a broken forearm, was moved to the practice squad and participated in the team’s afternoon practice.

Knox said Stewart might be activated for Sunday’s game against the Tampa Bay Buccaneers.

No. 1 pick Sean Gilbert, who missed the second half of last week’s game because of a sprained right ankle, practiced and probably will be able to play. . . . Tailback Cleveland Gary, slowed the last two games because of a sore ankle, practiced at nearly full speed. . . . Middle linebacker Larry Kelm and cornerback Sammy Lilly, both suffering from sprained left knees, were held out.
