Citrus Growers Win Restraining Order: A federal judge issued a temporary restraining order barring the U.S. Department of Agriculture from enforcing its suspension of citrus market orders pending a court hearing Dec. 29. The USDA had said it would no longer approve weekly volume controls for navel oranges and lemons. In their request for a temporary restraining order, the growers said Madigan had bowed to White House pressure and ignored the Congressional mandate to establish and mandate an orderly flow of navel oranges and lemons for the benefit of producers and consumers. The growers said Madigan’s decision would cause significant financial losses and that “injunctive relief is necessary in order to prevent irreparable injury.”
