Swiss Foreign Minister Resigns, Cites Ill Health

BERN, Switzerland —
Swiss Foreign Minister Rene Felber said Wednesday that he is resigning because of ill health, just five weeks after the country’s voters rejected membership in a huge European market.
Felber, 59, was treated for cancer last year.
A strong proponent of closer ties with Europe, Felber helped conclude the planned treaty, rejected in a December referendum.
The accord would have placed Switzerland in a common market spanning the European Community and the states of the European Free Trade Assn.
