From Times Staff and Wire Reports

Officials in New York have been ordered to pay unemployment benefits to a former New York City man so fed up with street crime that he quit his job and fled with his family to Florida. Ex-accountant Julio Cruz, 42, received $3,000 in unemployment checks last week in Lakeland, Fla., officials said. The checks were for 10 weeks of back benefits. An administrative law judge in New York City, saying Cruz had been mugged three times and his wife once, argued that he had a “compelling reason” to quit his job and move.
