FILLMORE : Procedure Adopted for Speed Humps

The city of Fillmore has adopted a policy on speed humps, providing homeowners a protocol to follow if they want to install the speed-control devices on their streets.

Under the policy, approved 3 to 1 at this week’s City Council meeting, residents must petition and receive approval from two-thirds of all homeowners living on the street before humps can be installed. Councilman Roger Campbell opposed the plan.

“Before we just go in and install, we need to inform the whole neighborhood,” said city engineer Bert Rapp. The approval process includes scheduling a public hearing.

But Campbell said that the installation of humps is too expensive and that stop signs could be used instead. The typical cost of speed humps for a two-block area is $5,800, officials said.

Tom Scott, Rapp’s assistant, said humps can reduce speeds by about 6 m.p.h.

To reduce the city’s cost, a recommendation is being studied in which residents would be charged $1,000 per block if they initiate installation.
