Bill Would Allow Local Voters to Limit Council, Board Terms

Legislation to allow local voters to impose term limits on members of city councils and county boards of supervisors has been introduced in the Assembly.

Assemblyman Dean Andal (R-Stockton) is the sponsor of AB 139. State legislators and California members of Congress have had term limits imposed on them by statewide ballot measures.

“Local term limits are long overdue,” Andal said. “I view local term limits as a positive evolution of government.”

The Northern California assemblyman is the author of a companion measure, AB 140, which would prohibit the state insurance commissioner from serving more than two terms.

New Jobs: Passed 54 to 0 and returned to the Senate for concurrence in amendments a pair of bills (SB 1X and SB2X) by Sen. Ruben S. Ayala (D-Chino) calling for an $11.5-million bid to put a federal accounting center and 4,000 new jobs at soon-to-be-closed Norton Air Force Base in San Bernardino County.

Minor Criminals: AB 143 by Assemblyman Bernie Richter (R-Chico) would authorize law enforcement agencies to release the names of 16- and 17-year-olds arrested on suspicion of committing violent felonies.

Illegal Immigrants: AB 149 by Assemblyman Richard L. Mountjoy (R-Arcadia) would prohibit the use of state tax dollars to educate illegal immigrants.

Medical Care: AB 150 by Assemblyman Richard L. Mountjoy (R-Arcadia) would require doctors who provide medical care to illegal immigrants to report them to the Immigration and Naturalization Service before the doctors could receive state reimbursement.

Workers’ Compensation: AB 151 by Assemblyman Richard L. Mountjoy (R-Arcadia) would deny workers’ compensation benefits to illegal immigrants.
