Mortgage Rates Down: Thirty-year, fixed-rate mortgages averaged 8.04% last week, down from 8.07% the previous week, according to a national survey by the Federal Home Loan Mortgage Corp. It was the lowest since mortgages averaged 8.01% during the week ended Oct. 9. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 5.25%, down from 5.28% the week before. The rates do not include add-on fees known as points.
