Covina : City Awards Trash Contract

The City Council on Tuesday unanimously approved Covina Disposal as the city’s exclusive refuse hauler.

Wayne Dowdey, environmental service director, said the city will sign an exclusive franchise agreement to the year 2000.

However, Dowdey said the contract will be canceled if the city and company cannot reach agreement in the next five months on how to determine future increases in collection charges.

The hauler has agreed to freeze residential collection rates for five months, roll back commercial rates to 1991 levels and establish a complaint procedure with city oversight. The dollar amount of the contract has not been determined, a city staff member said.

Covina Disposal is a division of City of Industry-based Athens Disposal, which serves a number of East San Gabriel Valley cities. It is one of five companies that have been collecting the city’s garbage since 1985.
