A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL

REWARD: Authorized a $10,000 reward for information leading to the discovery of Katrina Elizabeth Montgomery and/or the identification and arrest of her abductors. The 20-year-old Westchester resident, a student at Santa Monica College, disappeared Nov. 28. Montgomery’s abandoned, bloodstained truck was found in the Angeles National Forest.

REPAIRS: Approved a $50,000 appropriation from the city’s Community Redevelopment Agency toward refurbishment of the Hollywood High School auditorium. The cost of all needed repairs to the 70-year-old structure is estimated at $250,000, according to city reports. The $50,000 will be used for repair or replacement of seating, flooring and draperies. The agency and council previously approved a $25,000 grant for refurbishing the auditorium’s sound system.

RENOVATION: Postponed until Friday a vote on earmarking $600,000 as seed money for a make-over of Westwood Village. The delay was allowed to accommodate Councilman Zev Yaroslavsky, who could not attend Tuesday’s meeting, when his proposal to allocate the money was to be heard. Under Yaroslavsky’s plan, the money will be transferred from a special Westwood parking fund to a nonprofit corporation formed to oversee the revitalization of Westwood Village. The money, to pay for an office and staff over the next three years, will be repaid through a special assessment on village property owners.

RESTRICTIONS: Approved Yaroslavsky’s request to re-enact building restrictions in an area known as the Wilshire West district. The limits on building permits will apply for one year and were imposed because the area is becoming increasingly congested with commercial development. The ordinance will apply to an area generally bounded by Beverly Hills on the west, Pico Boulevard on the south, Highland Avenue on the east and the city boundary on the north.

How Westside representatives voted on selected issues:

REPRIEVE: Agreed to allow the Radisson Bel-Air Summit hotel, 11461 Sunset Blvd., to remain open another six months, under certain restrictions, while its owners await a final decision on a proposed conditional-use permit. The council’s action followed an appeal by the property’s owner, E. H. Summit Inc./Harkham Industries Inc., of a city panel’s move toward greatly limiting the facility’s operations.

VOTING YES: John Ferraro, Ruth Galanter and Nate Holden.

VOTING NO: Marvin Braude and Michael Woo.

ABSENT: Joel Wachs and Yaroslavsky.
