Congressional Agencies Wary on Banking Deregulation: Charles A. Bowsher of the General Accounting Office and Robert D. Reischauer of the Congressional Budget Office urged lawmakers and the Clinton Administration not to be in a rush to heed banking industry calls for lighter regulation. The financial condition of the industry has improved dramatically in the last year, but difficulties remain, Bowsher and Reischauer said. Despite record profits during the first nine months of 1992, many problem loans remain on banks’ books, Bowsher told the Senate Banking Committee.
