ANAHEIM : David Morgan to Be Asst. City Manager
David M. Morgan, the city’s human resources director, will be promoted to assistant city manager Friday.
City Manager James D. Ruth made the announcement during Tuesday’s City Council meeting. Morgan will be paid $112,000 annually and will oversee the departments responsible for libraries, personnel, data processing, parks and recreation, Anaheim Stadium and Anaheim Convention Center.
He replaces James L. Armstrong, who resigned in October to become Fullerton’s city manager.
Ruth said Morgan was chosen because his projects are completed on time and within budget.
Morgan has been with the city since 1974, working in various departments before becoming human resources director in 1988. He has a bachelor’s degree and a master’s degree in public administration from Cal State Fullerton.
