Rates Fall for 52-Week T-Bills: Interest rates on 52-week Treasury bills fell to the lowest level since October. The average discount rate at Thursday’s auction was 3.32%, down from 3.52% at the last auction, on Jan. 7. It was the lowest rate since 52-week bills averaged 3.12% on Oct. 15. The bills will carry an equivalent coupon interest rate of 3.45%, with each $10,000 in face value selling for $9,664.30. Sales totaled $14.33 billion out of bids of $38.95 billion.
