Robert T. Soto has been appointed president of National Education Corp.’s National Education Training Group subsidiary. Before joining the Irvine-based company, Soto completed an assignment as chief operating officer for a privately owned high-technology company. Before that, he was president of Ampex Video Systems Corp.
