UP IN ARMS: The governor was not the only one angry about Medflies and the federal threat to quarantine California crops (A3). David L. Moore, president of the Western Growers Assn. in Irvine, was in Washington lobbying hard until the feds backed down. . . . Orange County still produces nearly $300 million in crops. “The export market is a big customer for Orange County, and the Japanese are especially trigger-happy when it comes to a quarantine,” said a Western Growers spokeswoman. “We’ve just survived a six-year drought, and now this.”
