WASHINGTON —
President Clinton plans to nominate Brian Atwood to head the Agency for International Development, the White House said Monday. Since 1985, Atwood has served as president of the National Democratic Institute for International Affairs, which aims to promote and strengthen democratic institutions. He led Clinton’s transition team at the State Department.
